Whole Wheat Sugar Cookies

This is a light cookie, similar to a snickerdoodle.

2 cups sugar
1 cup butter
¼ cup milk
1 tsp. grated lemon peel
2 tsp. vanilla, optional
2 eggs
3½ cups whole wheat flour
2 tsp. baking powder
1 tsp. baking soda
1 tsp. salt
1 tsp. nutmeg

Cream sugar and butter. Add milk, lemon peel, vanilla and egg and beat well. Add flour, baking powder, baking soda, salt and nutmeg and mix well. Refrigerate at least 30 minutes. In small bowl, combine ¼ cup sugar and 1 teaspoon cinnamon. Shape dough into 1-inch balls and roll in sugar mixture. Bake at 375°F for 7 to 10 minutes.

High altitude: increase flour to 4 cups.
